About the Opportunity

The Capture Manager is responsible for identifying, qualifying, and leading the pursuit of strategic federal business opportunities that support GAMA-1's long-term growth objectives in a remote work environment. Working closely with customers, industry partners, company leadership, technical subject matter experts, and proposal teams, this role develops and executes capture strategies, win plans, competitive assessments, and customer engagement approaches to position the company for successful contract awards. The Capture Manager leverages market intelligence, industry best practices, and emerging AI technologies to analyze opportunities, assess competitors, strengthen teaming relationships, and improve proposal quality throughout the capture lifecycle.

Success in this role is demonstrated by building and maintaining a qualified opportunity pipeline, developing effective capture and win strategies, establishing strong customer and partner relationships, and successfully advancing pursuits through the business development lifecycle. The successful candidate provides actionable market intelligence, contributes to compelling proposal content, strengthens the company's competitive position, and helps convert strategic opportunities into contract awards that drive revenue growth and expand GAMA-1's business portfolio.

What You Will Do in This Role

  • Lead the identification, qualification, and pursuit of strategic business opportunities within the federal government marketplace.

  • Develop and execute capture strategies that position the company for successful contract awards and long-term growth.

  • Research customer priorities, budgets, acquisition forecasts, procurement trends, and market conditions to identify and evaluate new opportunities.

  • Develop and maintain capture plans, win strategies, competitive assessments, customer engagement plans, and teaming approaches.

  • Manage opportunities throughout the Shipley Business Development Lifecycle, ensuring timely progression through capture milestones and decision gates.

  • Lead capture reviews, black hat sessions, gate reviews, and other strategic planning activities to improve win probability.

  • Conduct market intelligence and competitive analysis using government contracting tools, industry resources, and customer insights.

  • Utilize AI-enabled technologies to support opportunity analysis, market research, business intelligence, content development, and proposal quality improvements.

  • Build and maintain relationships with customers, industry partners, subcontractors, and key stakeholders to support business development objectives.

  • Represent the company at industry conferences, networking events, customer meetings, and other business development engagements.

  • Collaborate with technical subject matter experts, proposal teams, and company leadership to develop compelling and compliant solutions.

  • Support proposal development efforts through the development of win themes, discriminators, executive summaries, solution narratives, and other proposal content.

  • Identify and evaluate potential teaming partners, subcontractors, and strategic alliances to strengthen pursuit efforts.

  • Provide actionable business intelligence and strategic recommendations to executive leadership.

  • Maintain and grow a qualified opportunity pipeline aligned with company capabilities, growth objectives, and market priorities.

  • Track capture activities, opportunity status, key performance metrics, and pursuit milestones to support reporting and forecasting requirements.

  • Contribute to revenue growth by converting qualified opportunities into contract awards and expanding the company's business portfolio.

What You Will Bring

  • Bachelor's degree in Business, Engineering, Computer Science, Atmospheric Science, Management, or related field.
  • 8+ years of Federal business development, capture management, or growth experience.
  • Demonstrated experience supporting federal civilian, scientific, research, technology, or mission-focused government organizations.
  • Experience pursuing opportunities valued at $10M to $100M+.
  • Knowledge of federal mission areas and technology solutions, including cloud modernization, cybersecurity, data management, systems engineering, scientific computing, enterprise IT, and mission operations.
  • Experience applying the Shipley Business Development Lifecycle, including capture planning, win strategy development, competitive assessments, and opportunity qualification.
  • Experience developing capture plans, win strategies, black hat reviews, and competitive assessments.
  • Proficiency with CRM platforms and opportunity management tools.
  • Strong proposal development, technical writing, and content creation skills.
  • Experience leveraging generative AI tools such as ChatGPT, Claude, Gemini, Copilot, or similar platforms to support market research, capture activities, proposal development, and business intelligence.
