Learning & Development Specialist
About the Opportunity
The Learning & Development Specialist plays a critical role in building a high-performing, mission-ready workforce by designing and delivering impactful learning programs across the employee lifecycle in a remote and on-site work environment.
This role partners closely with leaders and stakeholders to translate business needs, contract requirements, and compliance obligations into structured, scalable learning solutions. From onboarding to leadership development, this position ensures employees are equipped with the skills, knowledge, and tools needed to perform at their best and support organizational success.
This role is primarily remote, but candidates must live in or be able to commute to the Washington, D.C., Maryland, and Virginia (DMV) region as occasional in-office work or events may be required.
What You Will Do in This Role
You will lead the strategy, design, and delivery of high-impact learning programs that build workforce capability, strengthen compliance readiness, and accelerate business performance. In this dynamic role, you’ll create engaging training experiences, optimize learning systems, and drive continuous improvement that keeps teams skilled, prepared, and future-ready.
Responsibilities include:
- Partner with leaders to identify workforce capability gaps across systems, policies, and emerging technologies
- Design structured learning programs aligned to business goals and contract requirements
- Develop training materials, job aids, and scalable learning content
- Facilitate engaging learning experiences (virtual, instructor-led, blended)
- Deliver programs across compliance, technical training, and professional development
- Collaborate with subject matter experts to deliver specialized training content
- Coordinate training schedules, logistics, and communications
- Manage training records and completion tracking within LMS platforms
- Support administration of learning systems (e.g., Percipio, UKG or similar)
- Measure training effectiveness through feedback, assessments, and performance metrics
- Analyze outcomes and continuously improve program quality and impact
- Update training content to reflect evolving business and compliance needs
- Support required compliance training (ISO, CMMC, ethics, safety, etc.)
- Ensure alignment with regulatory and contractual requirements
- Maintain audit-ready documentation and reporting
What You Will Bring
Required Qualifications
- Bachelor’s degree in Human Resources, Education, Organizational Development, or related field (or equivalent experience)
- 3–5 years of experience in learning & development or training delivery
- Experience designing and facilitating training programs in a professional environment
- Strong communication and facilitation skills
- Experience working with Learning Management Systems (LMS)
Preferred Qualifications
- Experience in a government contracting (GovCon) environment
- Familiarity with compliance-based training (ISO, CMMC, federal requirements)
- Experience with platforms such as Percipio or UKG
- Knowledge of instructional design methodologies (e.g., ADDIE)
- Experience supporting leadership development programs
Work Environment
- This work is normally completed in a remote environment with occasional trips to our Headquarters office in Greenbelt, MD.
Physical Demands
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to access and navigate each department at the organization's and client facilities.
Travel Required
- Occasional travel may be required on an as-needed basis to support in-person training delivery and related business needs.
Proficiency Requirement
- The employee is expected to demonstrate proficiency in all essential job functions, tools, and processes related to this position within the first 90 days of employment. This includes acquiring a thorough understanding of job-specific responsibilities, systems, and workflows as outlined during onboarding and training. Failure to meet this requirement may result in additional training, reassessment, or other actions as deemed necessary by management.
